    In the Fourth Learning and Sharing Forum of the LAC Platform “Ensuring Global Fund investments have a lasting impact in the LAC region: sustaining community engagement in the age of transition, social contracting and universal health coverage” in Mexico City. During the Forum was develop the workshop about the Universal Health Coverage.

    We discuss some case studies about this theme, here is one of them and we want to make the exercise to make time for reflection -from your work as activist o person who was affected of HIV, Malaria or TB.

    Case Study 1 Manuela Olivares is a citizen of Facundia, a low-income country with a stagnant economy, and currently governed by the Freedom Party of Facundia (FLP). The FLP won the elections thanks to its promises to boost the economy by reducing taxes on businesses. Manuela has recently been diagnosed with thyroid cancer. The country has a very precarious health system financed basically by international donors. The basic package of health services, however, does not contemplate the treatment of thyroid cancer. Manuela could be treated at the La Milagrosa Clinic, an hour from home. There she should pay directly for all the services she needs: visits, diagnoses, treatments, palliative care for the side effects of radiotherapy (mainly severe pain and very debilitating tiredness, which forces her to be bedridden). The Olivares family has a 14-year-old son and a 16-year-old daughter following high school studies; and owns the house in which they live, inherited from the husband’s parents. Antonio, the husband, works informally (without a contract) in the construction sector when they call him, which is not always the case. Manuela grows an orchard that is part of the family property to supply the domestic pantry with vegetables and sell the surplus, money used to pay school fees.

    Questions:  What is the financing modality of the health system in Facundia?  How are health services not covered by the basic package financed?  What is the percentage of coverage of thyroid cancer treatment that Manuela must assume directly?  What is the impact of the diagnosis of cancer in the domestic economy of the Olivares family?  What could be the impact of this financing model on Manuela’s health?
